The Global Burnout Data Map 2026: What Workforce Surveys Reveal About Who Burns Out and Why

The problem is not that the percentage is fake. The problem is that almost none of these figures measure burnout. They measure stress, or engagement, or intent to leave, or self-diagnosed exhaustion, and those four things behave very differently from one another once you look across enough countries.

This piece does the unglamorous version. It assembles what the large public datasets actually report, computes what the numbers say when you put them next to each other, and says plainly where the evidence runs out.

What burnout officially is, and why that matters here

The World Health Organization includes burn-out in the eleventh revision of the International Classification of Diseases, but not as a medical condition. It sits in the chapter covering factors influencing health status and contact with health services, and the WHO is explicit that it describes an occupational phenomenon and “should not be applied to describe experiences in other areas of life.”

The WHO definition has three dimensions, all three of which are required:

  1. Feelings of energy depletion or exhaustion.
  2. Increased mental distance from one’s job, or feelings of negativism or cynicism related to one’s job.
  3. Reduced professional efficacy.

Read that list against the statistics you normally see. A daily stress percentage touches dimension one. An engagement percentage is a rough proxy for dimension two. Dimension three, reduced professional efficacy, is essentially absent from every large cross-country workforce dataset in public circulation.

This is not pedantry. It is the reason the numbers behave strangely. If you treat any single indicator as the burnout rate, you will conclude that the most burned-out workforce in the world is in the United States and Canada, which is also the most engaged and among the most thriving. That conclusion is incoherent, and the incoherence is a measurement artefact, not a finding about American workers.

The verified regional map

The following table is drawn directly from Gallup’s State of the Global Workplace 2026 global data summary, reporting 2025 fieldwork. Global reference values are 20 percent engaged, 34 percent thriving, 40 percent daily stress, 23 percent daily sadness, 22 percent daily anger, and 22 percent daily loneliness. Read down the stress column and then down the engagement column. They do not sort together. The top two engagement regions include the top stress region and a mid-table stress region. The bottom engagement region, Europe, sits below the global stress average.

We computed the product-moment correlation across these ten regions and got the following, using each region as one observation:

Ten observations is a small sample and regions are not independent units, so treat these as descriptive, not inferential. But the direction is the point. The popular mental model, that stressed workforces are disengaged workforces, is not visible in the data at all. Something much closer to the opposite is faintly visible for life evaluation. And the emotion that actually tracks how people rate their lives is sadness, not stress.

The strain and disengagement quadrants

Three of the four quadrants hold three regions each. Europe occupies the fourth alone.

That solitary position is the most interesting result on this map. Europe reports the lowest engagement of any world region at 12 percent, comfortably below the global 20 percent, while simultaneously reporting the fourth-highest life evaluation at 49 percent thriving and stress below the global average. In WHO terms, Europe shows the mental distance dimension strongly and the exhaustion dimension weakly.

This matters because almost every burnout early-warning system in corporate use is built to detect exhaustion. Stress surveys, wellbeing pulses, workload dashboards, absence tracking. A workforce in quiet drift will pass all of them and still be showing the second dimension of the WHO definition at scale.

The long-hours paradox

If burnout were primarily a function of hours worked, regional stress and regional hours would move together. They do not.

The International Labour Organization’s global report on working time, drawing on 2019 data before the pandemic, found that roughly one third of the global workforce, 35.4 percent, worked more than 48 hours per week. The regional distribution is heavily skewed:

The same ILO analysis puts average weekly hours highest in Asia and the Pacific at 47.4, with Southern Asia at 49.0 and Eastern Asia at 48.8, and lowest in North America at 37.9 and Europe and Central Asia at 38.4, with Northern, Southern and Western Europe at 37.2.

Now hold that next to the stress column. Southeast Asia reports the second-lowest daily stress on the planet at 25 percent. South Asia reports 30 percent. Europe, working the shortest hours in the world, reports 39 percent. The United States and Canada, in the shortest-hours region, report the highest stress of any region at 50 percent.

The two datasets use different regional boundaries and different years, so this is an approximate crosswalk rather than a matched comparison, and it should be read as such. But the mismatch is far too large to be an artefact of boundary definitions. Hours and self-reported stress are not measuring the same thing, and in the aggregate they barely point in the same direction.

There is a plausible explanation, and it is uncomfortable: self-reported emotion is calibrated against local expectation. Being asked whether you felt stress “a lot of the day yesterday” invites a comparison to a normal day in your own context, not to a global baseline. Managers report 6 percentage points more daily stress than individual contributors, which is 15.4 percent higher in relative terms. They also report 3 points more engagement and 8 points more thriving, 25.0 percent higher in relative terms. The most stressed job level is also the most engaged and the most thriving one. If stress alone were burnout, management would be a burnout machine. Under the three-dimension definition, high stress plus high engagement plus intact efficacy is not burnout. It is load.

The work-location rows are the sharpest practical finding on the page. Stress rose sharply through the 2010s, peaked in 2021 and 2022, and has been flat at 40 percent for two consecutive years. Engagement did something different: it climbed for over a decade, peaked at 23 percent, and has now fallen for two years running to 20 percent.

The CEO-and-student reading of this map is straightforward. A CEO does not confuse a single leading indicator with the health of the business, and a student does not stop asking what the measurement is actually measuring. Both instincts are needed here.

If you are assessing yourself. Stop asking whether you are stressed. Stress is a load signal, and load is not a diagnosis. Ask the three questions the WHO definition implies, in order. Am I depleted in a way that rest is not fixing? Have I gone mentally distant from the work, cynical about outcomes I used to care about? Has my actual effectiveness dropped? If you are assessing a team. Your dashboard almost certainly measures dimension one and calls it dimension three. Add a cynicism read. The question is not “how is your workload” but “do you still believe the work matters”. Europe’s position on this map is what it looks like when the second dimension deteriorates while the first one stays quiet, and it is invisible to workload metrics by construction.
